A judge in Texas struck down a Biden administration rule on March 28 that required states to measure and report the greenhouse gas emissions from any vehicles using the national highway system.
The rule was issued by the U.S. Department of Transportation (DOT)’s Federal Highway Administration (FHWA) in 2023 as part of President Biden’s efforts to slash carbon emissions in half by 2030.
Specifically, it required state transportation departments and metropolitan planning organizations (MPOs) to both measure their transportation-related emissions on the U.S. highway system and set their own emission reduction targets.

This is the beginning of the agency rules slap down. The SCOTUS has made similar decisions and it's just a matter of time before a broad range ruling against such agency misuse of power is handed down.
This is going to be a disaster for dems who make "law" through the bureaucracy. Further, it is going to be a disaster for Congress as agency rules are challenged and tossed out and Congress will need to act to accomplish anything. There could be significant reversals of policy as some of these rules are killed.
It's also going to be a YUGE expansion of FREEDOM as individuals are freed of the weight of the arbitrary federal bureaucracy.

What is most important was unstated within the article. Transportation is the leading source of food produced in rural areas and delivered to Blue cities and states. They may need a 'trial run' to see if they really want to cripple transportation. New York, Boston, Chicago, and Los Angeles do not show up in the U.S. grain production records. City folk are net consumers of agricultural products; not so much on the producer side.
